クマラスワミ報告書の評価

秦郁彦『慰安婦と戦場の性』（１９９９年、新潮選書）、２８２ページ

従来の例だと投票による採決もないではないが、事前にすりあわせて全員一致（コンセンサス）で採択するのが通例*1で、その場合評価の度合いを示す表現として２「歓迎」(welcome)を使う例が多く、１「賞讃」(commend)、３「評価しつつ留意」(take note with appreciation)、４「留意」(take note)も用いられてきた。形式的には人権委が依嘱した報告書だから、よほどのことがないかぎり「否認」(reject)にはしない。今回は表９−２が示すように、３（十一本）がもっとも多く、４（十本）、２（八本）とつづく。

とわけのわからない解説を書いておられますが、１９９６年の第５２回国連人権委員会で、クマラスワミ報告書は、[Adopted without a vote]（投票せずに可決）されました。これが人権委の評価です。　

おわり。

と言っても納得行かない方のために＜表９−２＞をぼちぼち検証します。とりあえず、検証に必要な材料は置いておきますので、ご自分でご確認されるのが一番手っ取り早いかと。要するに特別報告者の努力を讃えるのにいろんな表現を使うというだけの話です。
